The programming experts, with the support of relevant Interreg V-A Romania-Hungary Programme’s structures, are organizing a series of consultation workshops, to involve in the programming exercise the most important actors in the Programme’s area.  

As efficient programming is based both on professional expertise and the valuable input of the stakeholders, in order to integrate all relevant elements, the new series of consultation events is on-going this week, gathering representatives of the local, regional and national levels in Romania and Hungary.

In this context, invitations to participate in the workshops focusing on drafting the Territorial Analysis were sent out to relevant stakeholders, for online consultation events to be held between 19th and 23rd of October, 2020. Supporting guiding information was provided also, to enhance a structured context and facilitate the exchange of good practice form different point of views and competences (national or local).

The on-line workshops aim at:

  1. Enriching the data-driven findings of the territorial analysis with the qualitative information resulting from relevant professional experience;
  2. Discussing on the desk-based conclusions drawn from the analysis, from the perspective of the future policy objectives for the Romania-Hungary cross-border area;
  3. Discussing on lessons to be learnt from the experience of interacting with EU funding or the current Interreg Programme between Romania and Hungary 2014-2020;
  4. Collecting points of view in relation to cross-border interventions and their possible territorial impact, based on previous experience.

The events are organised following the timeline:

  • 19 October 2020: Arad and Satu Mare - 11:00 EET
  • 20 October 2020: Békés and Szabolcs-Szatmár-Bereg - 11:00 CET
  • 21 October 2020: Csongrád-Csanád and Hajdú-Bihar - 11:00 CET
  • 22 October 2020: Central level institutions RO (11:00 EET) and HU (14:30 CET)
  • 23 October 2020: Bihor and Timiș - 11:00 EET.

Based on the content of the Territorial Analysis, the conclusions will integrate the findings resulted from the workshops as to ensure the highest quality document to be submitted to the Programming Committee for final contribution and approval.

The ROHU-396 Team-Cardio-Prevent squad from the Emergency Municipal Clinical Hospital Timișoara was awarded the Romanian Healthcare Awards Diploma of Excellence and the Medical Team of the Year trophy for the project named ”Cross-border cooperation in the prevention and complex treatment of cardiovascular and peripheral vascular diseases in Békés -Timiș counties”. 

The Romanian Healthcare Awards is the first and largest competition with an international jury dedicated to doctors, medical teams and Hospitals in Romania, an event recognizing innovation and excellence in the field of health, which aims to identify and appreciate examples of good practice in the Romanian medical system, individual and team achievements. The award ceremony took place in Bucharest, on September 24, 2020, with the participation of the Ministry of Health. the Romania College of Physicians, and the medical universities of Iași, Cluj-Napoca, Târgu Mureș and Timișoara. There were 15 finalists, 5 for each of the categories Doctor of the Year, Medical Team of the Year and Hospital of the Year, and for each category, a trophy was awarded.

The implementation team of the ROHU-396 Team-Cardio-Prevent project, led by Prof. Dr. Mirela Tomescu Cleopatra - project manager and Dr. Maria-Olimpia Oprea - project medical coordinator, was designated winner after submitting the project in terms of the addressed issues, impact and received feedback, as well as its originality. The main results of the project were presented: six health-care departments Emergency Municipal Clinical Hospital Timișoara modernized by the purchase and installation of an angiograph, one Magnetom Magnetic Resonance system software, three ultrasound systems, four blood pressure monitors and four electrocardiogram monitors, seven medical beds, four electrocardiographs and two portable defibrillators. Also, the hospital has set up a department of interventional cardiology, 40 medical specialists are trained through joint workshops and 3,000 people benefit from the screening program.

The Hungarian partner of the project, Békés County Central Hospital, is purchasing a digital subtraction angiography system for the Invasive Cardiology Department Gyula, as well as an ultrasound diagnostic device for each of the Cardiology outpatient care departments from Békéscsaba and Gyula.

Through the Interreg V-A Romania-Hungary cross-border cooperation Programme, the ROHU-396 Team-Cardio-Prevent project benefits from total funding of 2,707,466.44 euros, out of which 2,301,346.47 euro from the European Regional Development Fund. The project aims at improving healthcare services in the two institutions from Timiș and Békés counties, for the prevention, diagnosis and treatment of cardiovascular and peripheral vascular diseases, for the benefit of the population within the area, through an inclusive and modern approach.

 

The Visual Identity Manual of the Interreg V-A Romania-Hungary Programme is a document addressing both the beneficiaries and the management structures, with regards to the visibility rules to comply with when designing communication materials.

The Visual Identity Manual provides LOGOS in different formats, as well as templates for different materials to be produced within the projects. The updated version includes new templates for several materials issued by the beneficiaries, such as posters, lists of participants, PowerPoint presentations, together with several language versions of the disclaimer to be used by the beneficiaries.

 

In the context of the outbreak of coronavirus disease (COVID-19), preventive actions are recommended, concerning public health risks.

In the eligible area of the Romania-Hungary Programme, regarding the border crossing points between Romania and Hungary new restrictions have been introduced from the 15th of July 2020. As from this date, the Hungarian government ordered the tightening of border control on the Romanian-Hungarian border section we kindly ask you to observe and comply with the current relevant rules of border control in order to preserve your health and safety.

In this respect, you are strongly recommended to take appropriate measures such as reviewing the planned project activities/events to see what activities/events can be postponed to a later date. If deviations or delays occur in project implementation and the project results and outputs might be affected, the Lead beneficiary should make use of the contractual provisions available for such situations (modification of the calendar of activities, the extension of the implementation period of the project, etc.).

Our priority is the well-being and safety of all of you, and that is why we provide this information to immediately support Programme beneficiaries to prepare for and respond to the evolving position regarding COVID-19 in order to prevent and combat the illness.

Shaping the future of the cross-border cooperation between Romania and Hungary for the period 2021-2027 remains our main interest, and collecting information/opinions by public consultations is one of the methods which could ensure an efficient programming process.

 In this context, we are resending the information regarding the fact that the questionnaire was posted on the Interreg V-A Romania-Hungary Programme. We would like to thank all those who responded to our previous invitation and answered our questions. Please note that the questionnaire is the same which was subjected to your attention in January 2020, so those who already answered earlier this year are kindly asked to ignore this message and not answer the same questions a second time. In the frame of Interreg V-A Romania-Hungary Programme, the Ministry of Public Works, Development and Administration in Romania, as Managing Authority, concluded 2 new financing contracts, for projects ROHU-359 and ROHU-421, receiving funding under the 3rd Open Call.  

The 2 contracted projects have a total value of EUR 10,123,038.88, out of which EUR 4,772,421.85 from the European Regional Development Fund.

The allocation of ERDF funding for the 2 new contracts concluded is of EUR 3,385,605.26 for Romanian beneficiaries, respectively EUR 1,386,816.59 for Hungarian beneficiaries.

The contracted projects are covered by Investment Priority 8/b, supporting the effective growth of employment by developing endogenous potential as part of the territorial strategy for specific areas, including the conversion of declining industrial regions, improving accessibility and developing specific natural and cultural resources.

The Ministry of Public Works, Development and Administration in Romania (MPWDA), as Managing Authority of the Programme, announces the approval of a new amendment to the financing contract, for project ROHU-401, in the field of healthcare. The approved modification will allow the purchase of medical equipment that is so very needed in the treatment of COVID-19.

In the frame of project ROHU-401 " Improving health-care standards in prevention, identification and treatment of cardiovascular and gynaecological diseases in the cross-border area”, Oradea County Emergency Clinical Hospital will purchase 2 more intensive care ventilators and 1,500 Covid-19 test kits.
The project started its implementation in March 2019 and it aims at improving preventive and curative services in the counties of Timiș, Bihor and Hajdú-Bihar. The total budget of the project is 3 million euros, of which ERDF funds represent 2.55 million euros.

The MPWDA, through the Managing Authority and the Joint Secretariat of the Programme within BRECO Oradea, encourage beneficiaries with projects in the field of healthcare or risk and disaster management to identify similar solutions, in order to support the population, the patients diagnosed with COVID-19 or the staff with responsibilities in the pandemic management.

The Interreg V-A Romania-Hungary Programme announces the signing, by the Ministry of Public Works, Development and Administration in Romania, as Managing Authority, of 3 new financing contracts, for projects falling under state aid, receiving funding under the 3rd Open Call.  

Also, it was signed the financing contract for the strategic project ROHU-452, being financed in the frame of the 3rd Restricted Call.

The 4 contracted projects have a total value of EUR 13,197,684.00, out of which EUR 11, 218,031.40 from the European Regional Development Fund

The allocation of ERDF funding for the 4 new contracts concluded is of EUR 4,024,993.95 for Romanian beneficiaries, respectively EUR 7,193,037.45 for Hungarian beneficiaries.

The contracted projects fall under Investment Priority 8/b, supporting the effective growth of employment by developing endogenous potential as part of the territorial strategy for specific areas, including the conversion of declining industrial regions, improving accessibility and developing specific natural and cultural resources.

The Interreg V-A Romania-Hungary Programme announces the signing, by the Ministry of Public Works, Development and Administration in Romania (MPWDA), as Managing Authority, of the first amendments to the financing contracts for the projects in the field of healthcare and risk and disaster management. The approved modifications will allow the purchase of medical equipment that is so very needed in the treatment of COVID-19.

In the frame of project ROHU-361 "Joint prevention and surveillance of infectious diseases and hospital-acquired infections in Arad, Makó and Hódmezővásárhely”, the Infectious Diseases Department of Arad County Emergency Clinical Hospital will benefit from medical equipment as follows: 25 secretion vacuum cleaners, 25 air purifiers, 15 emergency trolleys and 1 video laryngoscope. The project started its implementation in November 2019 and it aims to improve the health and safety of patients in three hospitals, from Arad and Csongrád counties, by purchasing medical equipment, organizing workshops, developing infrastructure and strategies, as well as training and consulting activities. The total budget of the project is of approximately 3 million euros, of which the ERDF funding represent 2.55 million euros.

Arad County Emergency Clinical Hospital will be also supported in managing the COVID-19 pandemic through project ROHU-72 „Cross - border network for disaster resilience and emergency situations risks management”. Over 160 pieces of equipment or furniture will be purchased, such as: 19 intensive care beds, 50 injectomats, 35 infusomats, 2 portable fans, 8 monitors for vital functions, 3 central monitoring stations, 5 portable monitors, 4 foldable patient transporters, 5 portable pulse oximeters, 2 defibrillators, 1 aspirator set for intubation and aspiration of bronchial secretions, 1 portable ECG machine, 25 stands for infusion etc.  With a total budget of approximately 2.68 million euros, of which the ERDF funding is over 2.28 million euros, the project started in May 2019. Its objective is to increase the capacity of intervention and to purchase the necessary equipment for managing the risks in the cross-border area between Romania and Hungary.

In the context of the current outbreak of coronavirus disease (COVID-19), as the pandemic was declared on 11th of March 2020 by the World Health Organization, preventive actions are recommended, with respect to the public health risks.

Considering that positive COVID-19-test results were announced in the eligible area of the Romania-Hungary Programme and that several border crossing points between Romania and Hungary have been closed from 12th of March 2020 (Săcuieni, Salonta, Turnu and Valea lui Mihai), the Managing Authority announces the importance of taking precautionary measures, such as restricting the movement of people during this outbreak.

Structures of the  Interreg V-A RO-HU Programme, particularly representatives of the Managing Authority (Ministry of Public Works, Development and Administration, Romania), the National Authority (the Ministry of Foreign Affairs and Trade, Hungary) and the Joint Secretariat (BRECO Oradea), gathered in Gyula (Hungary) for a brainstorming session on the technicalities for future programming process.

The appropriate Policy Objectives, the best Simplified Cost Options and the Programming Calendar have been discussed during the technical meeting held on March 3rd.

The future Interreg Programme between Romania and Hungary, for the period 2021 - 2027 will be responding to the local/regional needs, focusing on selection of mature, impactful projects.

The partnership for a better future made significant steps forward!

In the context of programming process, the Managing Authority of Interreg V-A Romania-Hungary Programme, with the support of National Authority, the Joint Secretariat and Information Points in Hungary, organized a new series of events, aiming at providing relevant information on the 5 Policy Objectives provided for in the draft regulations.

The events were organised on both sides of the border, with the scope of promoting the future cooperation programme between Romania and Hungary, in order to have well prepared applicants, ready to start the development of future projects. The thematic workshops, taking place between 24 and 28 February 2020, continued the series of bilateral workshops held in 2019.

We began in Nyíregyháza, on February 24th, with Policy Objective 3 – a more connected Europe, talking about strategic transport and digital networks. The next day, February 25th, Policy Objective 5 – a Europe closer to citizens was presented in Békéscsaba, where discussions focused on integrated territorial strategies in fields like cultural heritage and tourism. We crossed the border, on February 26th, to share our concerns regarding climate changes and natural heritage preservation with participants gathered in Satu Mare, in the context of a greener Europe (Policy Objective 2), while in Oradea, on February 27th , education, employment and especially healthcare, in the context of a more social Europe (Policy Objective 4), kept the agenda. The series ended in Timișoara, on February 28th, where we’ve been smart and innovative, just like Policy Objective 1 – a smarter Europe – encourages us to be.

Altogether, more than 250 people attended our events, sharing their ideas and actively participating to discussions. They also joined our on-line survey, on aspects related to policy objectives (Interreg-specific objectives included), partnership, project ideas, estimated budgets and the importance of mature project ideas in the economy of future cooperation programme implementation. The stakeholders in the eligible area expressed their interest in all 5 Policy Objectives, the peak of the week being reached concerning the Policy Objective 4, with focus on healthcare related activities. In relation to the 2 Interreg-specific objectives, “a better governance” tilted the balance.

The survey also showed that more than 50% of participants already had a project idea and many have identified a cross-border partner to implement it with, but 75% of the respondents expressed their interest in attending a partner-search forum.

Finally, the maturity of the project idea (already elaborated Feasibility Studies and/or other technical documentations) was considered as highly important / important for successfully implementing a programme (more than 80% of the respondents) and the estimated budgets ranked over 500,000 Euro.

In the context of preparing the new programming period 2020+, the Ministry of Public Works, Development and Administration, as Managing Authority of Interreg V-A Romania-Hungary Programme, launched on January 31st, 2020 the public procurement procedure regarding consultancy and assistance services for drafting the next Interreg Programme between Romania and Hungary, for the period 2021-2027.

Main object of the services contract is the elaboration of the programme document, including the SEA procedure (according to legal provisions in force), aiming at completing the programming process conducted by the 2 partner Member States, in view of having the new Interreg Programme approved by the European Commission.

The Interreg V-A Romania-Hungary Programme organizes two training sessions, on both sides of the border, dedicated to the beneficiaries of projects under implementation.

These training sessions will take place as follows:

    SZEGED, Hungary – on January 21 2020, at 10:30, local hour

    ARAD, Romania – on January 22, 2020, at 10:30, local hour

 

The objective of the trainings is to facilitate the successful implementation of projects, by providing useful information on the general rules of implementation, aspects regarding the eligibility of expenditures, including common errors and types of errors leading to irregularities or fraud suspicions.

The working language is Hungarian for the event held in Szeged, respectively Romanian for the one in Arad. We kindly ask you to delegate one representative per partner institution to attend the training.

The Interreg V-A Romania-Hungary Programme announces the signing, by the Ministry of Regional Development and Public Administration in Romania as Managing Authority, of 7 new financing contracts, in the frame of the 1st, 2nd and 3rd Open Calls,  as well as within the 2nd Restricted Call – Full Application phase.

The 7 contracted projects have a total value of EUR 28,423,104.51 out of which EUR 24,146,581.53 from the European Regional Development Fund.

The allocation of ERDF funding for the 7 new contracts concluded is of EUR 14,968,933.71 for Romanian beneficiaries, respectively EUR 9,177,647.82 for Hungarian beneficiaries.

The contracted projects concern initiatives regarding risk prevention and disaster management (within Investment priority 5/b), cross-border cooperation between citizens and institutions (within Investment priority 11/b), as well as investment in health infrastructure (within Investment priority 9/a).

Co-Cultured: United through culture

Cultural Cooperation among Citizens from the Salonta-Gyula Cross-border Area

Finished, but not ended! The 1-year-long project, Cultural Cooperation among Citizens from the Salonta-Gyula Cross-border Area (Co-Cultured) - ROHU-280 has reached its final milestone on the 31st of October 2019, the project’s end date. It was initiated by the Municipality of Salonta from Romania, as Lead Partner, in partnership with Gyula Town from Hungary and it is financed by European Union through the European Regional Development Fund and with the support of the two governments, within the Interreg V-A Romania-Hungary Programme - Priority Axis 6 - Specific Objective 6.1: Intensify sustainable cross-border cooperation of institutions and communities.

The project’s main objective was Building sustainable cross-border cooperation between communities living in the Salonta-Gyula area, by building on cultural heritage. The 2 partners have jointly assisted the growth of cultural activities, as the project set a new premise for sustainable cross-border cooperation among the communities, through art. People from both sides of the border Salonta and Gyula have had the opportunity to meet, bond, communicate and collaborate within a series of activities - cultural activities in Salonta: Long Night of Museums, theatre festival, traditional local event (șezătoare) with traditional singing (doine), The Cross-Border Film Festival Salonta, and Toldi film-making in Gyula. The most attractive events were the last two. On the one hand, the Municipality of Salonta had the privilege to cooperate with Marian Crișan, the famous Cannes award-winning director, as co-organizer of the Cross-Border Film Festival Salonta, as well as to involve many special guests, such as Valerian Sava, Marin Mălaicu Hondrari, András Muhi and Attila Ambrus. On the other hand, Toldi, the famous character from the writings of Arany Janos, was finally put on screen; the actors ranged from amateur pupils from Gyula and Salonta to the extraordinary participation of famous actors - Reviczky Gábor (winner of the Kossuth-es Jászai Mari award), Kovács Vanda, as well as Fekete László, the winner of the contest "The most powerful man in the world" and many others.

The activities were quite appealing for hungry-for-culture public from Salonta and Gyula and the Romanian-Hungarian cross border area, as the results were much higher than expected: 2304 people took part in the cross-border activities from Salonta and 3834 went to see the Toldi film made in Gyula.

The total budget of the project was 80000 euro, out of which 85% is ERDF, 13%, respectively 10% represents the support of the two governments and the rest is the own contribution of the two partners.

Based on the success of the activities, the two partner towns will continue their collaboration in organizing crowd-pleasing activities with cross-border participation in the years to come.

ROHU-14: We have launched the Nature without Borders competition for schoolchildren!

 Milvus Group is inviting teachers to take part with their teams in the most challenging contest about the mysterious bustard and the natural values around us!

 UPDATE: By the deadline (15/11/2019), 552 pupils have enrolled in the contest, therefore 184 teams guided by 65 teachers. We received applications from Salonta (the most numerous), Oradea, Livada de Bihor, Cefa, and Sântandrei. We are very pleased with the high number of participants, and also with the fact that we received entries from the smaller towns of the area, as well. We would like to thank all the school-teachers who got involved and enrolled their teams in the contest. Good luck to all the pupils! We are looking forward to meeting you in the final! 

 Can you spot and identify a Great Bustard? What about a European Ground Squirrel? What does the word habitat mean to you?

Such questions will be asked in Nature without Borders inter-school competition wherewith we want to get children closer to the fascinating natural world. The competition is addressed in particular to the pupils who live in or near the provinces that are part of Natura 2000 protected areas.

Our purpose is to familiarize the children with these local natural values and to instil the importance of cherishing nature into them.

Competition timetable (3 rounds organised in the 2019-2020 school year):

  • Round 1: the 16 December 2019;
  • Round 2: the 28 February 2020;

Participation guidelines:

  1. Each team should consist of three students.
  2. Two age groups: III-IV grade, V-VIII grade / Two separate language sections: Romanian and Hungarian.
  3. A school may enrol more teams for both age groups, and language sections, too.
  4. For a team to be qualified for the final, the first two stages are mandatory. Result sheets of the tests will be sent in digital format.
  5. The best 6 teams/age group/teaching departments will be qualified for the final.

The following will be granted:

- prizes for the first 3 teams that are qualified for the final in both age groups, and teaching departments.

- certificates of participation and a small gift for all registered participants.

- a certificate for the institution that enrols and participates in the first two rounds with most of the teams (in relation to the total number of pupils).

On Wednesday, November 13, 2019, the first meeting of the Programming Committee, the structure responsible for the strategic planning and programming of the Interreg Program between Romania and Hungary for the period 2021-2027, was held in Nyiregyhaza (Hungary).

During the meeting, several important issues were discussed including the role of the Programming Committee and its responsibilities, as well as the indicative timing of the programming process. Also, the draft regulations on the cohesion policy of the European Union for 2021-2027 were presented and discussed, focusing on five objectives:

  • A Smarter Europe, through innovation, digitisation, economic transformation and support to small and medium-sized enterprises
  • A Greener, carbon free Europe, implementing the Paris Agreement and investing in energy transition, renewable energy and climate change mitigation
  • A more Connected Europe, with strategic transport and digital network
  • A more Social Europe, implementing the European Pillar of Social Rights and supporting quality employment, education, skills, social inclusion and equal access to healthcare
  • A Europe closer to citizens, by supporting locally-led development strategies and sustainable urban development across the EU

On Thursday, November 14, 2019, in the context of the 7th meeting of the Monitoring Committee for Interreg V-A Romania-Hungary Programme, the state of the implementation of the Program and the Annual Report of the Audit Authority were presented. Also, the Communication Plan of the Interreg V-A Romania-Hungary Programme for 2020 was approved.

Both events benefited from the presence of Mrs Valeria CENACCHI, from the European Commission (DG REGIO, Unit for Cross-Border Cooperation), who, during the meeting of the Programming Committee, congratulated the programme's bodies on the quick start of the preparation of the future program and acknowledged the progress as compared to other programs. During the meeting of the Monitoring Committee, the representative of the European Commission also noted the progress made by the Interreg V-A Romania-Hungary Programme and appreciated the Managing Authority’s capacity to manage the Programme.

Every year, the Interreg V-A Romania- Hungary Programme organises its Annual Event, aiming at promoting the Programme, the financed projects and in particular the achieved results to the wide public. In 2019, the Programme chose to dedicate the event to one of our guiding principles: environment protection. The GREEN INITIATIVE set out to plant almost 100-100, altogether 200 trees on both sides of the border in a selected locality, thus drawing attention to the importance of nature preservation and reminding us that small actions can go a long way. Acknowledging the importance of trees in our daily lives, the Programme hopes to set a good example to the coming generations regarding the care for our surroundings, responsible thinking and an aim for sustainable actions. In addition, each tree symbolises one of the projects financed within our Programme, thus celebrating the great initiatives currently under implementation.

The trees were planted in Pecica town, Arad county (RO) and Gyula town, Békés county (HU), forming a Cooperation Alley, accessible to all locals and visitors. As an announcement of the alley and the motives behind, two handover events were organised in both localities, on 11. November in Pecica, and 12. November in Gyula, with more than 120 attendants. We welcomed the wide public participating in the occasions, where the Managing Authority, the Joint Secretariat, the National Authority of the Programme, as well as representatives of the diplomatic bodies and local authorities all expressed their commitment to the cause of environment protection and their desire to contribute to the related developments.

 Hereby we would like to thank the two towns for their support and engagement in the initiative, as well as all participants for making the event a success!

                             

The INTERREG V-A ROMANIA-HUNGARY Programme announces the organization of the Annual Event entitled “GREEN INITIATIVE” that will take place on the 11th - 12th November 2019, in Pecica, Arad County (RO) and Gyula, Bekes County (HU) respectively.

The Programme proposes actions with lasting impact on the communities of the border region; actions, that generate added value in a sustainable manner, and have recurring potential. This year, the Programme chose to celebrate the importance of a healthy environment by planting trees, thus contributing to a better quality of life for future generations. In our belief, trees are more than simply a part of nature - they provide shelter and food, absorb carbon dioxide and produce clean air, ultimately creating a cleaner and more beautiful world.

In light of the above, we are glad to invite you to join us in this cross-border nature initiative, celebrating the opening of two new cooperation parks in the Romanian-Hungarian border region. Both events will take place from 11.00 am and will be attended by several officials, representatives of the Programme and relevant diplomatic missions, national, regional and local authorities.

Finally, hereby we would like to kindly thank Pecica and Gyula communities for their support and good cooperation in the implementation and sustainability of this endeavour and we welcome their participation in our events.

The European Commission approved the modification of the Interreg V-A Romania-Hungary Programme, on October 18th, 2019.

Following the launching of all available funds and projects selection within the 3rd Open Call, the Management Authority proposed a second modification of the Cooperation Programme, for reallocation of funds.

The request for amendment aimed at increasing the financing opportunities within a specific domain, in order to efficiently respond to the stakeholders’ needs, optimizing thus the Cooperation Programme and contributing to the Union strategy for smart, sustainable and inclusive growth.

As a result of funds reallocation between the Priority Axes, the support of the European Regional Development Fund (ERDF) has been modified as follows:

  • The allocation on Priority Axis 3 "Improve employment and promote cross-border labour mobility (Cooperating on employment)" reached to EUR 30,673,795.00;
  • The allocation on Priority Axis 4 "Improving health-care services (Cooperating on health-care and prevention)" increased to EUR 72,347,288.00

Consequently, a series of another ten projects are going to be contracted in the next period.

Last week, more than 35 representatives of the strategic projects approved in all three Restricted Calls (the Full Applications Phase) attended our Beneficiary Seminars, to learn together how to run a project successfully and bring the best results to the border area.

The projects are currently in the phase of kicking off their activities, and the seminars in Bekescsaba (19.09.2019) and Salonta (20.09.2019) were about gaining more insight into the project eMS reporting, the implementation rules, communication and first level control requirements.

The JS and the IPs delivered useful presentations on the above mentioned topics. Furthermore, they were ready to answer questions from the audience during the whole event, thus ensuring a personal and tailored support to beneficiaries.

Overall, the events were meant to provide all-you-need-to-know type of information to help the projects advance with their activities. Equally important is that they gave the opportunity to meet with other project partners, as well as with the MA/JS/IP/FLC staff, with whom the project partners will work for the upcoming months.

On September 17 and 18, 2019, the management structures of the Interreg V-A Romania-Hungary Programme met in Makó, Hungary, in the context of the bilateral meeting, with the aim to initiate technical discussions on key topics regarding the implementation status vs n+3 target 2019.

The meeting was attended by representatives of the Managing Authority, the Hungarian National Authority, the Joint Secretariat, Info Points as well as of the First Level Control Bodies in the two countries.

During the meeting, important matters were discussed, of which we mention the analysis of the implementation status of the programme vs n+3 target 2019, the measures to be implemented during Sep-Dec to reach the n+3 target and the calendar of implementation.

The Programe bodies have expressed their full availability regarding the fulfilment of the tasks of verification and control, anticipating that the necessary efforts will significantly increase in the next period.

The Interreg V-A Romania-Hungary Programme announces the signing, by the Ministry of Regional Development and Public Administration in Romania as Managing Authority, of 3 new financing contracts in the frame of the 1st and 2nd Open Call, one Concept Note financing contract and of the first 3 Full Application financing contracts.

The 7 contracted projects have a total value of EUR 34,649,906.24 out of which EUR 29,153,044.88 from the European Regional Development Fund.

The allocation of ERDF funding is of EUR 16,730,408.36 for Romanian beneficiaries, respectively EUR 12,422,636.52 for Hungarian beneficiaries.

The contracted projects concern initiatives regarding risk prevention and disaster management (within Investment priority 5/b), cross-border cooperation between citizens and institutions (within Investment priority 11/b), investment in health infrastructure (within Investment priority 9/a), environmentally friendly transport systems, including low noise and low-carbon (within Investment priority 7/b), respectively conserving, protecting, promoting and developing natural and cultural heritage (Investment priority 6/c).

One of the highlights of the seminars was that the representatives of the MA and HU NA shared their experiences on how to avoid irregularities at project level.

Overall, the events were meant to provide all-you-need-to-know type of information to help the projects advance with their activities. Equally important is that they gave the opportunity to meet with other project partners, as well as with the MA/JS/IP/FLC staff, with whom the project partners will work for the upcoming months.

The Managing Authority of the Programme issued Instruction 6 / March 18, 2019, regarding project changes before the submittal of a modification request.

The Instruction concerns all project beneficiaries and refers to the fact that beneficiaries may perform changes within projects, on their own responsibility, before an addendum/modification request is submitted to the Programme, under the suspensive condition that the Managing Authority approves the addendum/the Joint Secretariat confirms the notification.

The European Commission approved on the 7th of March 2019 the modification of the Interreg V-A Romania-Hungary Programme.

Following the launching of all available funds and on the basis of a detailed analysis carried out with external expertise, on the 10th of August 2018, the Managing Authority initiated a modification request of the Cooperation Programme through the Commission's electronic data exchange system. This was accompanied by a revised Cooperation Programme, whereby Romania proposed to reallocate funds between different Priority Axis and Investment priorities.

The request for amendment was duly justified and provides a set of technical measures implemented to respond effectively to the needs of stakeholders, thereby optimizing the Cooperation Programme and contributing to the Union strategy for smart, sustainable and inclusive growth.

The modification of the Cooperation Programme concerns reallocation of funds between Priority Axis and, consequently, appropriate adjustment of the relevant indicators. Following the reallocation, ERDF support per Axis is modified as follows:

  • Priority Axis 1 "Joint protection and efficient use of common values and resources (Cooperating on common values and resources)" increases by EUR 1,840,098;
  • Priority Axis 2 "Improve sustainable cross-border mobility and remove bottlenecks (Cooperating on accessibility)" decreases by EUR 12,478,003;
  • Priority Axis 3 "Improve employment and promote cross-border labour mobility (Cooperating on employment)" decreases by EUR 2,632,463;
  • Priority Axis 4 "Improving health-care services (Cooperating on health-care and prevention)" increases by EUR 10,364,068;
  • Priority axis 5 "Improve risk prevention and disaster management (Cooperating on risk prevention and disaster management)" increases by EUR 2,906,300.

Between February 11 and March 06, 2019, the JS together with the IPs and the RO and HU FLC Units organized a series of events dedicated to the beneficiaries of the 2nd Open Call. Altogether, 4 Beneficiary seminars (in Debrecen, Békéscsaba, Oradea and Timișoara) and 4 eMS training events (in Nyíregyháza, Satu Mare, Arad and Szeged) were held in each of the counties comprising the Programme area, with the assistance of the MA.

During the events, participants got the opportunity to ask questions and receive answers in relation to project implementation, with special regard to the following issues: the rights and obligations deriving from the signing of the subsidy contracts, including information regarding communication activities and the dissemination of project results, as well as practical advice on project implementation, first level control requirements and reporting in the eMS.

A total number of 248 participants from both countries attended the happenings.

On February 14, 2019, the management structures of the Interreg V-A Romania-Hungary Programme met in Békéscsaba, Hungary, in the context of a first bilateral meeting, with the aim to initiate technical discussions on key topics regarding the future multiannual territorial cooperation framework.

The meeting was attended by representatives of the Managing Authority, the Hungarian National Authority, the Joint Secretariat, as well as of the First Level Control Bodies in the two countries.

The event was honoured by the presence of His Excellency Mr Marius Lazurca, Ambassador Extraordinary and Plenipotentiary of Romania to Hungary.

As a result of the meeting, important matters concerning the preparation of the 2021-2027 programming period were agreed, among which:

  • The work steps, including indicative deadlines for achieving intermediate objectives
  • Preliminary elements of the working methodology on identifying priorities and thematic objectives
  • Basic principles for the setting up and working procedure of the Joint Working Group responsible for the programming activity, including aspects related to its size, composition and competencies, adapted to the reality of the programming process
  • Establishing the criteria for the expertise needed in order to draft the future Romania-Hungary Cooperation Program.

The objective of the events is to support the beneficiaries in the implementation phase of their projects. Information will be provided on the rights and obligations deriving from the signing of the partnership agreements and subsidy contracts, including information regarding communication activities and the dissemination of project results, as well as practical advice on project implementation, first level control requirements and reporting in the eMS.

The working language is Romanian for the events held in Romania, respectively Hungarian, for those in Hungary.

The Interreg V-A Romania-Hungary Programme organized in Satu Mare, (Romania), on December 12, 2018 its  Annual event, titled “Making a Difference: ROHU Projects in Focus”.

The event was honoured by the presence of several important guests: Mrs. Vittoria Alliata di Villafranca, Director DG REGIO for Eastern Europe at the European Commission, H.E. Mr. Botond Zákonyi, the Ambassador of Hungary in Romania and Mr. Sava Diamandi, the representative of the Embassy of Romania in Hungary. The Managing Authority of the Programme was represented by Mrs. Roxana Panaite Racoviţă Jalova, Head of the Managing Authority of the Programme. On behalf of the Hungarian National Authority, Mrs. Nikoletta Horváth, the Head of Department for Cross-border Cooperation Programmes from the Ministry of Foreign Affairs and Trade also attended the conference.

The annual event of the Programme was greeted at local level by the welcome note of Mr. Csaba Pataki, the President of Satu Mare County Council.

The aim of the event was to present the progress of the Programme and to discuss the cooperation perspectives of the region for the 2021-2027 programming period. Furthermore, the participants had the opportunity to exchange ideas and learn more about the ROHU projects under implementation.

The conference brought together more than 100 participants from both partner states: stakeholders, project beneficiaries, as well as professionals working in the field of territorial cooperation and/or regional development.

To honour the European Year of Cultural Heritage, the 2018 edition of our Annual event ended in an informal setting, with a Christmas carol concert, performed by a group of children from Satu Mare, covering a mixed Romanian and Hungarian repertoire.

PRESS RELEASE

On December 11, 2018, Interreg V-A Romania-Hungary Programme held its 6th Monitoring Committee meeting in Satu Mare, Romania. The main point on the Agenda was the approval of the projects submitted within the 3rd Open Call for project proposals.

The 3rd Open Call was launched for the following investment priorities: 7/c – environmentally friendly transport systems, 8/b –supporting employment-friendly growth, as well as 9/a – investment in heath infrastructure.

Altogether 57 projects were submitted under this Call, and a total amount of EUR 92,010,079. 08 ERDF was requested.

During the meeting in Satu Mare, the Member States representatives approved for financing 33 new projects, out of which 3 projects are subject to a favourable opinion from the competent ministries in both countries in order to be over-contracted.

With the approval of these 33 new projects, Interreg V-A Romania-Hungary Programme has committed another EUR 55,983,189.90 ERDF (EUR 50,893,809 is the allocation of the Call and EUR 5,089,380.90 is the over-contracted amount).

The Interreg V-A Romania-Hungary Programme announces the signing, by the Ministry of Regional Development and Public Administration in Romania as Managing Authority, of 6 new Concept Note financing contracts, selected in the frame of the Restricted Calls for flagship project proposals.

The 6 contracted projects have a total value of EUR 1,070,187.09, out of which EUR 909,659.01 from the European Regional Development Fund.

The allocation of ERDF funding is of EUR 341,134.84 for Romanian beneficiaries, respectively EUR 568,524.17 for Hungarian beneficiaries.

The contracted projects concern initiatives regarding investment in health infrastructure (Investment priority 9/a), natural and cultural heritage (Investment priority 6/c), respectively employment-friendly growth through the development of endogenous potential (Investment priority 8/b).

Youngsters acting together for preserving biodiversity of Hortobágy

2nd July- 8th July 2018

The participants of the camp were accommodated in the Ökotúra guesthouse and camping, located in the village of Hortobágy. 20 Hungarian and 20 Romanian young people volunteered to participate in this camp, undertaking environmental conservation activities.

The initiative was based on the idea of the two partners (RO and HU), which is implemented in a cross-border project  „FROM ONE BRIDGE TO ANOTHER” (ROHU 115) in partnership with Sălacea Commune.

The following activities took place in the camp:

  • cleaning up the Hortobágy river and its shore by canoe,
  • cleaning several points of Hortobágy village,
  • cleaning aviaries in the Hortobágy Bird Park.

The participants of the camp became acquainted with: the bird fauna and its secrets, the bicycle paths, the environment of Hortobágy, the herbs, the stars and the fauna of Hortobágy. In addition to environmental protection activities, there was time allocated for watching documentaries, attending presentations and participating in discussions  on different topics.

The Managing Authority of the Programme issued Instruction 4 / September 24, 2018, regarding requests for reimbursement of expenditure at the half of the implementation period of projects.

The Instruction concerns all project beneficiaries of the 1st Open Call and refers to the fact that for the first half of project implementation period, the total amount to be claimed for reimbursement to the First Level Control units shall not be less than the amount initially estimated in the Annex 4 of the Subsidy Contract – “Schedule for Spending Forecast”.

The European Cooperation Day is celebrated on the 21st of September and the surrounding days every year, aiming at showcasing successful project results and promoting the importance of territorial cooperation.

Programmes and projects come up with exciting events and activities to involve EU citizens in the celebration, thus strengthening the links and relationships between each other, as ultimately, it is the cooperation between individuals that makes cooperation on the EU level possible.

This year, our Programme celebrates by uniting our followers for a brief moment of online cooperation. We are going to play a simple game, with a big reward: Find the differences and get a chance to win a picnic basket!

It is not only found in literature, art and objects, but also in the crafts we learn from our ancestors, the stories we tell to our children, the food we enjoy in company and the films we watch and recognize ourselves in.

This week, between September 11-12, 2018, Interreg V-A Romania-Hungary Programme held its highly productive 5th Monitoring Committee meeting in Debrecen, Hungary. The main point on the Agenda was the approval of the projects submitted within the 2nd Open Call for project proposals.

The 2nd Open Call was launched for the following investment priorities: 6/b – water sector, 7/c – environmentally friendly transport systems, as well as 11/b - cooperation between citizens and institutions.

Altogether 115 projects were submitted under this Call and EUR 31,156,159.51 ERDF were requested.

During the meeting in Debrecen, the Member States representatives approved for financing 32 new projects. In addition, subject to a favourable opinion from the competent ministries in both countries, 4 projects, under investment priority 11/b, may be over-contracted.

In order to reach the decommintment target for 2018, the Managing Authority of the Programme issued Instruction 1 / July 27, 2018, regarding the reimbursement claims within ROHU projects.

The Instruction concerns all project beneficiaries and refers to additional interim partner reports to be submitted to the FLC, regardless of the amounts spent, for all expenditures incurred after their last  FLC report until September 30, 2018.

The Interim reports shall be transmitted to the FLC no later than October 5, 2018, in order to allow the amounts spent during this period to be recorded for decommitment purposes.

NEW ACCELERATION AND SIMPLIFICATION ACTIONS FOR PROJECTS

- IN FORCE FROM JULY 24, 2018 -

With the closure of the Written Procedure 24, approving the Minutes of the 4th Interreg V-A ROHU MC Meeting and the adoption of DECISION No 49 from July 24, 2018, a series of acceleration and simplification actions enter into force and are to be applied to projects under implementation in the framework of the Programme, for the benefit of beneficiaries.

The Managing Authority and the National Authority agreed with the occasion of the last MC Meeting, held in Arad (RO) during June 28 - 29, 2018 that, in addition to the remedy actions already under implementation, there are several other measures to take, so that the implementation process is simpler and accelerated.

Based on the feedback received from projects beneficiaries and having a flexible  approach, the MA and NA have decided to implement the following actions, specifically related to:

  1. Applicability of Project Implementation Manual (PIM) – taking into consideration that PIM may undertake other revisions too , in order to be able to  avoid loss of funds (FLC cuts, etc.), during the implementation/first level control/validation/verification process, the Project Implementation Manual in force at that specific time  shall apply. The principle applies for all operations, at all levels.
  2. Eligibility of preparation costs – exclusively for activities that generated preparation costs, the proof of their provision/receive will be the submission of the application in the eMS system.
  3. Reporting of implementation costs - to enhance the absorption of funds, the beneficiaries will be able to include in their partner reports all expenditures paid during the reporting periods, plus an additional 15 calendar days (otherwise dedicated to preparation and submission of the FLC request). The measure will significantly accelerate the reimbursement flow.
  4. Eligibility of promotion and information materials and their related costs - in case the ex-ante endorsement of information materials has not been received from the JS (as stipulated  in the Subsidy Contract and in PIM), the beneficiary will be required to  ask for such endorsement before the related expenditure is validated, conditioned by their compliance with the Programme relevant rules.

 The Interreg V-A Romania-Hungary Programme announces the signing, by the Ministry of Regional Development and Public Administration of Romania, as Managing Authority, of a new financing contract, in the frame to the first Open Call, for the project ROHU35. The total value of the project is of 1,663,232.70 EUR, out of which 1,340,577.23 EUR from the European Regional Development Fund.

Within the project, the allocation of ERDF funding is of EUR 623,108.17 EUR for the Romanian beneficiary, respectively 717,469.06 EUR for the Hungarian project partner.

The Interreg V-A Romania-Hungary Programme is pleased to announce that with the occasion of its 4th Monitoring Committee (MC) Meeting, held on June 28-29, 2018 in Arad, Romania, very important decision has been made in what concerns the financing of 10 Concept Notes, under the Restricted Calls, worth 50% of the total ERDF programme budget, i.e. more than 94,5 mil. EUR, ERDF.

Funds are allocated for projects under the Investment priorities Ips 7/b (TEN-T infrastructure), 9/a (health-care infrastructure), 8/b (employment) and 6/c (cultural heritage).

In line with the results of the quality assessment performed by independent assessors and with the position of the European Commission, namely the orientation towards projects with strong impact and concrete results, the decision made ensures a balanced allocation of resources, thus efficiently contributing to the development and overall quality of life in the border region.

The list of approved flagship projects submitted for the Concept Note phase will be published on the programme webpage as soon as the MC approves the related documents of the meeting.

In addition to the selection of the Concept Notes, with the occasion of the meeting, other important topics had been tackled, such as the modification of the Rules of Procedure (RoP) of the MC, the status of programme implementation, aspects related to the pre-financing received by the Programme from the Commission, modifications of the Cooperation Programme and last but not least, the calendar of programme implementation, including the planning of the next MC meeting.

The selection of the first Concept Notes, which are to be developed into full flagship projects in the following months marks a very important step for the Programme. We are happy that we reached this stage and we wish all the applicants good luck with their full applications.

For these two projects, the allocation of ERDF funding is of EUR 2,945,286.24 for Romanian beneficiaries, respectively EUR 609,548.17 for the Hungarian project partners.

The Project Implementation Manual (PIM) of the Interreg V-A Romania-Hungary Programme is intended to provide Lead and project beneficiaries of funded operations with useful information on each implementation phases of a project life cycle.

The document was designed as a handy tool for the sound and timely implementation of the projects, in compliance with the applicable legal framework and other programme-related requirements.

As we already announced on our website, the first financing contracts of the approved projects from the 1st Open Call were signed by all parties, thus marking the start of the implementation of the projects. While this is a beginning of a very exciting period, it is fair to state that from now on beneficiaries have to obey several regulations and provisions through all implementation period.

In order to best support both Lead and Project Beneficiaries in their activities, the JS together with the IPs and with the assistance of the MA and the NA, set out to organise the first two Lead Partner Seminars, in Oradea, Romania (23.04.2018) and in Debrecen, Hungary (24.04.2018). The happenings were held in national languages, Romanian and, respectively, Hungarian and welcomed numerous participants: in Oradea there were 50 people, in Debrecen altogether 30 attendants.

The main objective of the events was to provide the necessary help and information to Lead Beneficiaries and Project Partners in relation to project implementation, with special regard to the following issues:

  • role of the Lead Beneficiary
  • rights and obligations deriving from the Contract
  • communication activities and requirements
  • introduction of the Project Implementation Manual
  • First Level Control
  • eMS

 The JS and the IPs delivered useful presentations on the above mentioned topics. Furthermore, they were ready to answer questions from the audience during the whole event, thus ensuring a personal and tailored support to beneficiaries and laying down the foundation of the future cooperation.

We would like to thank everyone for making these seminars successful, and we wish good luck to all project partners for the period ahead!
