The Interreg V-A Romania-Hungary Programme announces the signing of the first 13 co-financing contracts with Romanian beneficiaries, by the Ministry of Regional Development and Public Administration of Romania as Managing Authority, in the context of the 1st Open call for proposals.

The total value of these co-financing contracts is EUR 890.757,22, granted from the Romanian state budget.

The Interreg V-A Romania-Hungary Programme announces the signing by the Ministry of Regional Development and Public Administration of Romania as Managing Authority of two new financing contracts related to the first Open call, the total value of the projects being of EUR 4.204.726,86 out of which EUR 3.574.017,83 from the European Regional Development Fund.

Within these two projects, the allocation of ERDF funding is of EUR 2.219.327,90 for Romanian beneficiaries, respectively EUR 1.354.689,93 for Hungarian beneficiaries.

The newly contracted projects target both natural, historic and cultural heritage (Investment priority 6/c), as well as disasters and risk management (Investment priority 5/b).

We wish success to the beneficiaries in the implementation of the projects and we assure them of the full support of the Program structures in the implementation of the actions and the achievement of the established objectives.

The Joint Secretariat, together with the Information Points and the First Level Control bodies in Romania and Hungary, organize a series of seminars on both sides of the border, dedicated to the lead beneficiaries of the projects funded under the first Open Call.

These trainings will take place as follows:

  • ORADEA– on April 23, 2018, at 11:00
  • DEBRECEN – on April 24, 2018, at 11:00

The objective of the events is to provide detailed information on the role and responsibilities of the Lead beneficiary within the partnership, the rights and obligations deriving from the signing of the partnership agreements and subsidy contracts, including information regarding communication activities and the dissemination of project results, as well as practical advice on project implementation and first level control. At the same time, the trainings aim at supporting and advising the beneficiaries in order to facilitate the successful implementation of their projects.

The working language is Romanian for the event held in Oradea, respectively Hungarian, for the one in Debrecen.

The Interreg V-A Romania-Hungary Programme announces the signing by the Ministry of Regional Development and Public Administration of Romania as Managing Authority of the first 11 financing contracts related to the first Open call, the total value of the projects exceeding 13 million Euros.

The 11 contracted projects have a total value of EUR 13.080.438,92, out of which EUR 11.118.373,05 from the European Regional Development Fund.

The allocation of ERDF funding is of EUR 7.058.023,30 for Romanian beneficiaries, respectively EUR 4.060.349,75 for Hungarian beneficiaries.

The contracted projects concern initiatives regarding natural, historic and cultural heritage (Investment priority 6/c), respectively disasters and risk management (Investment priority 5/b).

The contracting of the first projects represents an important stage within the Program and marks a visible and concrete debut of strengthening economic, social and territorial cohesion in its eligible area.

The Interreg V-A Romania-Hungary Programme is pleased to announce the list of the first 19 projects selected for contracting and over-contracting after the 1st Open Call, worth a total of more than 22 million EUR, ERDF.

The 1st Open Call was launched on December 29, 2016, for the following investment priorities: Ip 6/b - investments in the water sector, Ip 6/c - natural and cultural heritage, as well as Ip 5/b - disaster management and was open until June 30, 2017.

The applications received have been evaluated in accordance with the approved methodology for assessment and selection, and the list of projects selected for financing or for over-contracting was approved by the Monitoring Committee (MC) during its 3rd meeting, held  in December 2017, in Szeged, Hungary.

 At the MC selection meeting, it was decided to grant the entire financial allocation of the Call for projects submitted within Ip 6/c - natural and cultural heritage and Ip 5/b - disaster management. At the same time, MC decided to relocate funds, from Ip 6/b – investments in the water sector to Ip 6/c – natural and cultural heritage, which increased the allocation for the Ip 6/c with more than 4,8 million EUR, ERDF.

The lists contain projects that may be over-contracted, subject to a favourable opinion from the competent ministries in both Member States.

Under this condition, for Ip/6/c - natural and cultural heritage, the total amount allocated to the 11 projects selected for contracting and over-contracting is of 13,792,512.94 EUR, ERDF while within Ip 5/b - disaster management, for the 8 projects, the value of the allocation is of 8,927,418.50 EUR, ERDF.

The 3rd Monitoring Committee (MC) of the programme was held on December 14-15, 2017 in Szeged, Hungary.

Important decisions have been made during the meeting in relation to the following main topics:

  • selection of projects for financing up to the entire allocation of the 1st Open Call for proposals.  Consequently, more than 22 mil EUR ERDF, representing approximately 13% of the total 177 mil ERDF funds available at programme level, are to be allocated for projects under the Investment priorities (Ip) 6/c – natural and cultural heritage and 5/b – risk prevention and disaster management
  • modification of the Cooperation Programme, in what concerns reallocation of funds launched within the 1st Open Call, from Investment priority 6/b - investments in the water sector to Investment priority 6/c – natural and cultural heritage
  • approval of the new, revised versions of the Methodology and criteria for assessment afferent to the relaunched 1st Restricted and the 3rd round of Open and Restricted Calls, so that conditions are more flexible and applicant friendly, ensuring thus easier access to the available funding for potential beneficiaries.
  • approval of the outcome of the administrative compliance and eligibility check of projects submitted for the 2nd Restricted Call for Proposals, related to the Ip 9/a – health-care and prevention-related infrastructure and services which contribute to national, regional and local development

Regarding the assessment process of the 1st Open Call for proposals, out of the 60 applications submitted, 41 entered the quality assessment phase, requesting more than double of the available ERDF budget of the Call for proposals.

In line with the results of the quality assessment performed by independent assessors, the Joint Secretariat (JS) created a ranking list of the project proposals, structured according to the awarded scores. The projects to be financed from the available allocation were those obtaining equal to or greater than 65 points.

The list of applications approved for financing will be published on the programme webpage as soon as the MC will approve the related documents of the meeting.

The selection of the first projects marks a very important step in the lifespan of the programme. We are happy to reach this stage, in which projects will soon enter the pre-contracting phase.

The Investment priorities (Ips) opened within the 1st Open Call are the following: 6/b –Water sector, 6/c –Natural heritage and 5/b –Disaster management. The total number of the applications submitted was 60 and the requested ERDF was 60,630,615.28 EUR.

Within the 2nd Open Call, the following Ips were launched: 6/b –Water sector, 7/c - Environmentally-friendly transport systems, and 11/b Cooperation between citizens and institutions. Altogether 115 projects were submitted and 31,156,159.51 EUR ERDF was requested.

The 1st Restricted Call has been re-launched on October 2017, since none of the submitted projects passed the administrative compliance and eligibility check.

Regarding the 2nd Restricted Call, the Ip made available for projects was 9/a - Health infrastructure, the number of submitted projects was 6 and the amount requested was 64,594,113.04 EUR ERDF.

3 Calls are now active: 1st Restricted Call, re-launched and the 3rd round of Calls, Open and Restricted, with deadlines in December 2017, respectively January 2018.

The Monitoring Committee will make the decision regarding the financing of the projects in the framework of the programme.

Please be informed that the submission deadline for the relaunched 1st Restricted Call for proposals is about to be extended. The new deadline envisaged is December 15, 2017.

We are happy to announce that with the launching of the 3rd round of Calls, the entire remaining Programme financial allocation, i.e.  90,595,062.00 EUR ERDF, has been made available, for both normal and strategic projects.

In this context, the Programme organised, between November 06-10, 2017, a series of 8 Information seminars, 1 for each of the two active Calls, in 4 different locations and a Partner Search Forum, for the Open Call.

A total number of 228 participants, from both countries attended the events.

197 people joined the Info Days in Arad (06.11.2017), Szeged (07.11.2017), Oradea (08.11.2017) and Debrecen (09.11.2017) and got detailed information about the 3rd round of active Calls, for both normal and strategic projects.

During the events, participants got familiar with the requirements of the Calls, the eMS system, were informed about the fact that certain activities within projects might fall under State aid incidence and had the opportunity to ask questions and receive answers about their project ideas, eligibility criteria, potential partnerships, and possibilities to apply for the programme funding.

The series of events ended in Oradea, on November 10, with a Partner Search Forum, which brought together 31 people, all interested in finding project partners.

The events were organized and held by the Joint Secretariat (JS) and the Info Points (IPs) in Hungary, with the assistance of the Managing Authority (MA) and Hungarian National Authority (HU NA).

Should you have questions about programme requirements or about the preparation of the applications, feel free to contact the JS or the IPs.

Co-financing rates are up to 98% of the total eligible costs for Romanian partners and up to 95% for Hungarian applicants, totalling both the ERDF and state co-financing. Financial support may be up to 100% for Romanian Central Public Authorities as well as for Hungarian Central Budgetary Organs.

Participation at the Info Days is free, limited only by the capacity of the conference rooms.

The Partner Search Forum aims to gear prospective applicants towards successful cooperation initiatives, as well as to facilitate the creation of partnerships. The Forum will be conducted in Romanian and Hungarian. Due to the limited capacity of the venue, we kindly ask you to delegate one or maximum two representative per institution to attend the event.

The Ministry of Regional Development Public Administration and European Funds in Romania, acting as Managing Authority for the Interreg V-A Romania-Hungary Programme and the National Authority – Prime Minister’s Office in Hungary announce the relaunching of the 1st Restricted Call for strategic project proposals.

Application period: 09.10.2017-05.12.2017

How much funding is available?

The amount of funding available for this relaunched Restricted Call for Proposals is 13,925,083 EUR (ERDF), increased with the relevant Romanian and Hungarian state co-financing.

What is the subject of the Call?

The Investment priority (Ip) reopened within this Call is 7/b – Enhancing regional mobility by connecting secondary and tertiary nodes to TEN-T infrastructure, including multimodal nodes (within Priority Axis 2, Improve sustainable cross-border mobility and remove bottlenecks).

The Restricted Call for Proposals is intended for projects of strategic value, that address the most important needs of the Romanian – Hungarian border region – projects which are in line with the relevant national, regional or county strategies and which have the capacity to produce a high impact and improve the quality of life in the border area.

Who can participate?

The eligibility criteria for applicants, actions and expenditures are set up in the Guide for Applicants. Potential beneficiaries of the projects funded can be local and county governments/administrations and their institutions, road management authorities, national organizations responsible for transport infrastructure etc. They can apply for financing only in cross border partnerships.

The eligible programme territories are Arad, Bihor, Satu Mare and Timiş counties in Romania and Békés, Csongrád, Hajdú-Bihar and Szabolcs-Szatmár-Bereg, in Hungary.

 What is the co-financing rate?

Co-financing rates are up to 98% of the total eligible costs for Romanian partners and up to 95% in some cases even 100%, for Hungarian applicants, totalling both the ERDF and state co-financing.

How to apply?

Applications must be submitted online via eMS system, starting with October 9, 2017, 8.00 a.m. until December 5, 2017, 16:00 p.m. (EET).

During the application phase, the Programme will assist the applicants through its Joint Secretariat (JS). Between 25-29 of September 2017, we had the opportunity to mark, once again, the achievements of more than 25 years of Territorial Cooperation in Europe.

This year, Interreg V-A Romania-Hungary Programme celebrated European Cooperation Day in the framework of an exciting, inclusive and fun event, taking place on both sides of the border, on 25-26 September 2017 in Debrecen, Hungary, at FÓRUM Shopping Centre, respectively, on 28-29 September 2017 in Timișoara, Romania, at Iulius Mall.

The celebration titled “I ♥ ROHU cooperation” gathered more than 1500 participants from both Romania and Hungary and aimed at both promoting the programme and also at making people aware of the presence of European Territorial Cooperation in their region and of its benefits.

The activities organised all through the week covered a wide range of fields – such as a press conference in Debrecen, a lot of colourful attractions, including photo panels and creative accessories, as well as a ROHU pavilion and contests with prizes.

At the ROHU pavilion, the visitors learned more about the EC Day celebration, and could receive information and materials regarding the financial  opportunities  the  programme  offers  with  the  help  of  the European  Regional  Development  Fund. Those who were brave enough to take part in our quiz, or to write or draw in our Guest Book something about how the European Union is influencing their everyday life, won many promotional prizes such as T-shirts, shopping bags, umbrellas, mugs, ballons, sweets and other giveaways.

As an illustration of 2017 European Cooperation Day annual campaign, a photo panel with a three-seat tandem bicycle was displayed, for those who wanted to take pictures with it.

The Romanian-Hungarian cooperation was symbolized by a photo panel with two couples wearing Romanian and Hungarian folk costumes and holding the national flags.

Photos taken at both panels, as well as those with different personalised accessories and photo props, had been printed and offered to visitors.

The aim of our event was to involve in the celebration as many people as possible: stakeholders, potential beneficiaries, children, students, families and citizens of the border area who are usually not involved in EU related initiatives.

This year’s slogan “To go far, go together” perfectly embodies what European cooperation is about: joining forces to achieve common objectives and grow together. Our event, through informal and inclusive activities, proved to be an efficient way to bring people together and to  make them realise that only in partnership, we are more likely to achieve this goal.

Corrigendum 2 contains several important modifications, including a more flexible and simplified approach regarding completion of documents.

European Cooperation Day is a celebration of regions working together. Every year, all across Europe, events are organised with the purpose to draw the attention of the general public to the benefits of territorial cooperation.

In this context, Interreg V-A Romania-Hungary Programme is pleased to invite you to an exciting event, taking place on both sides of the border, on 25-26 September 2017 in Debrecen, Hungary, respectively, on 28-29 September 2017 in Timișoara, Romania.

Everyone is welcomed to join the celebration, which is marked by

many colourful attractions, including photo panels with creative accessories,

a ROHU pavilion, as well as a number of contests and prizes!

The objective of our event is to raise awareness about the presence of territorial cooperation and its importance in the region, in an informal, inclusive and exciting context, with the involvement of a wide category of public, stakeholders, potential beneficiaries and citizens of the border area, who are usually not involved in EU-related initiatives.

We are kindly informing you that, in the upcoming period, between 6th and 15th of  September 2017, you might be contacted by ACZ Consulting and invited to participate in a survey or/ and interview, having as a main topic the communication activities already implemented by the Programme.

In the upcoming months, the contract ”Evaluation of the communication activity in order to support the potential beneficiaries of the Interreg V-A Romania-Hungary Programme” is being implemented. ACZ Consulting, on behalf of the Ministry of Regional Development, Public Administration and European Funds, acting as Managing Authority for the Programme, is conducting the evaluation of the communication activities carried out so far, with the purpose to identify the impact of those activities and make recommendations based on the findings.

In order to reach the desired objectives of the contract, we kindly ask you to support the team of experts from ACZ Consulting.

Please take a few minutes to respond briefly to the survey, which will be sent to you via email, or to participate in the interview. The Questionnaire is available in all three languages of the Programme and can be also accessed below:

Support measure for Romanian beneficiaries:  the advance payment from the national co-financing has been increased 

Following the approval of Order No. 5687/1799/2017, for the modification and completion of the Methodological Norms regarding Government Ordinance 29/2015, the advance granted to Romanian beneficiaries from the national co-financing has been increased, from 60% to a maximum of 80% of the eligible value of the co-financing contract.

The above mentioned support measure for Romanian beneficiaries is referred to in Article 8, paragraph (1) of the Order No. 5687/1799/2017, which can be consulted here.

Ordinance No. 8 of august 4, 2017 for amending and supplementing Ordinance No. 29/2015 can be found here.

NOTE for the Applicants who have already obtained the Title Deed: In reference to the provision of the GfA that Title Deed (extras de carte funciară/tulajdoni lap másolat) issued by the Land Registry, should be not older than 30 calendar days, for each real estate (land and/or building) affected by the investment, the Title Deed is still valid if there is no more than 1 month between the issuing date of the document and the date of submission of the Application in the eMS.

A series of Q&A meetings, for the 2nd round of active CfPs having as deadline for submission of applications the 31st of August, respectively the 20th of September takes place in all the 8 capital cities of the Programme area, in the period between 07- 18 August 2017.

They are targeted at potential applicants of the 2ndround of CfPs of Interreg V - A Romania –Hungary Programme, as well as at “newcomers”.

Along with general features of the Programme, the meetings provide information about the focus of the active CfPs, lessons learned from the first round of CfPs and create the framework for open discussions, questions, answers and clarifications. In addition, participants have the chance to discuss their project ideas with the JS.

Dear applicants, we do our best to facilitate your access to the public funds. Therefore, please be advised that your application needs to be formally compliant.

In this regard, please check the relevant sections of the Guides for Applicants, to see which are the documents that if not attached, lead to immediate rejection of your project proposal.

In case any of the followings are not submitted, the application will be subject to rejection:

- Partnership Declaration (in case of Open CfP) or Pre-agreement of project applicants (in case of Restricted CfP) ;

- Project (Lead) Applicant Declaration;

- Original specimen of signature containing the method of representation of the legally authorized representative(s) of the applicant organizations/institutions certified by a public notary, in case of HU applicants.

- Justifying document stating the method of representation (according to the national legislation) in case of RO applicants;

- Letter of empowerment (if the case), for RO applicants: signed and stamped by the legal representative of the applicant institution and for HU applicants: certified by a public notary.

 Any other requested document, if missing, will be asked as completion by the Programme. 

Please be advised that in case of projects submitted within the Restricted CfP, the absence of the Compliance Letter does not lead to the immediate rejection of the project!

On July 17th 2017, the Audit Authority within the Romanian Court of Accounts released the final audit report designating the authorities for the Interreg V-A Romania-Hungary Programme.

Thus, the Romanian Ministry for Regional Development, Public Administration and European Funds is designated as Managing Authority, carrying out also the functions of the Certifying Authority, and the Prime Minister’s Office in Hungary is designated as National Authority.

Interreg V-A Romania-Hungary Programme has completed the designation process with an unqualified opinion (without any reservations), which means that the designated authorities comply with all the designation criteria.

This is a crucial step in the lifespan of the Programme. Starting from now on, interim payments can begin and all the resources and efforts can continue to focus on the implementation of the programme and its financed projects.

For the applicants submitting projects within Investment Priorities that fall under State aid incidence, the Joint Secretariat of Interreg V-A Romania-Hungary created a dedicated e-mail address: stateaid@brecoradea.ro.

Feel free to submit your questions regarding State aid issues in order to get appropriate answers and recommendations!

A total number of 330 participants, from both countries attended our series of events, organized between June 19-23, 2017, in the context of the second round of CfPs launched.

283 people joined the Info Days events in Timișoara (19.06.2017), Satu Mare (20.06.2017), Nyiregyhaza (21.06.2017) and Békéscsaba (22.06.2017) and got detailed information about the 2nd round of active CfPs, for both normal and strategic projects.

During the events, participants got familiar with the requirements of the CfPs and the eMS system and had the opportunity to ask questions and receive answers about their project ideas, eligibility criteria, potential partnerships and possibilities to apply for the programme funding.

The series of events ended in Szeged, on June 23, with a Partner Search Forum, which brought together 50 people, all interested in finding project partners.

The events were organized and held by the Joint Secretariat (JS) and the Info Points in Hungary, with the assistance of the Managing Authority (MA) and Hungarian National Authority (HU AN).

On June 23, 2017 the Ministry of Regional Development Public Administration and European Funds, acting as Managing Authority for the Interreg V-A Romania – Hungary Programme, launches for public consultation, the Guide for Applicants for the third Open Call for normal project proposals, within Interreg V-A Romania – Hungary Programme.

In this context, stakeholders are invited to get involved in the consultation process and express their views and suggestions regarding the Guide, by sending them until the 30th  of June 2017, to the following e-mail addresses: rohu@mdrap.ro and joint.secretariat@brecoradea.ro.

The documents (the Guide and Annexes) are available on the MRDPAEF’s website, under the section dedicated to Interreg V-A Romania – Hungary Programme and on the Programme’s website, here.

Within this third Open Call for proposals, projects under the following 3 Priority Axes may be financed: development of environmental-friendly cross- border transportation system, supporting employment-friendly growth through the development of endogenous potential and last but not least, investment in health and social  infrastructure which contributes to national, regional and local development.

The funding available for this third Open Call for proposals is allocated to the launched Investment priorities (Ip) as follows:

  • 7/c – developing and improving environmentally friendly and low-carbon transport systems5,776,763.53 EUR, of which 4,910,249.00 EUR represents financing from the ERDF;
  • 8/b – supporting employment-friendly growth through the development of endogenous potential – 45,234,396.47 EUR, of which 38,449,237.00 EUR represents financing from the ERDF;
  • 9/ainvestment in health and social infrastructure which contributes to national, regional and local development – 8,863,909.41 EUR, of which 7,534,323.00 EUR represents financing from the ERDF.

According to our latest tests, there is a technical error detected in what concerns the eMS application system. The application  - in .pdf file - does not automatically retrieve some of the fields.

Due to identified technical error - in assessment process, the electronic eMS version of the Applications will be prevailing in terms of content.

During June 19-23, 2017, the Joint Secretariat organises a series of Info Day events and a Partner Search Forum, which are going to be held in connection with the second round of CfPs launched (i.e. second Open Call, for normal project proposals and second Restricted Call, for strategic project proposals).

The Restricted Call for Proposals is intended for projects of strategic value, that address the most important needs of the Romanian – Hungarian border region – projects which are in line with the relevant national, regional or county strategies and which have the capacity to produce a high impact and improve the quality of life in the border area.

Who can participate?

The eligibility criteria for applicants, actions and expenditures are set up in the Guide for Applicants. Beneficiaries of the projects funded by the programme can be public organisations (national, regional or local authorities), organisations that fall under public law, non-profit organisations (e.g. associations) and European Groupings for Territorial Cooperation (EGTCs). They can apply for financing, only in cross border partnerships.

On May 05 2017 the Ministry of Regional Development Public Administration and European Funds, acting as Managing Authority for the Interreg V-A Romania – Hungary Programme, launches for public consultation, the Guide for Applicants for the third Open Call for normal project proposals, within Interreg V-A Romania – Hungary Programme.

In this context, stakeholders are invited to get involved in the consultation process and express their views and suggestions regarding the Guide, by sending them until the 6th of June 2017, to the following e-mail addresses: rohu@mdrap.ro and joint.secretariat@brecoradea.ro.

The documents (the Guide and Annexes) are available on the MRDPAEF’s website, under the section dedicated to Interreg V-A Romania – Hungary Programme and on the Programme’s website, here.

Within this third Open Call for proposals, projects under the following 3 Priority Axes may be financed: development of environmental-friendly cross- border transportation system, supporting employment-friendly growth through the development of endogenous potential and last but not least, investment in health and social  infrastructure which contributes to national, regional and local development.

The funding available for this third Open Call for proposals is allocated to the launched Investment priorities (Ip) as follows::

The Ministry of Regional Development, Public Administration and European Funds in Romania, acting as the Managing Authority of the Interreg V-A Romania-Hungary Programme and the National Authority - Prime Minister’s Office in Hungary - are pleased to announce the launching in the framework of the Programme of the second Open Call, for normal project proposals.

How much funding is available?

The total amount of funding available for this Open Call for Proposals is 9,711,372 EUR (ERDF), increased with the relevant Romanian and Hungarian state co-financing.

What is the subject of the Call?

The Investment priorities (Ip) opened within this Call are the following:

6/b – Investing in the water sector to meet the requirements of the Union's environmental acquis and to address needs, identified by the Member States, for investment that goes beyond those requirements (within Priority Axis 1, Joint protection and efficient use of common values and resources)

3,750,000 EUR (ERDF) is made available through this Open Call

7/c Developing and improving environmentally-friendly (including low noise) and low-carbon transport systems, including inland waterways and maritime transport, ports, multimodal links and airport infrastructure, in order to promote sustainable regional and local mobility (within Priority Axis 2, Improve sustainable cross-border mobility and remove bottlenecks)

2,550,000 EUR (ERDF) is made available through this Open Call

11/b Promoting legal and administrative cooperation and cooperation between citizens and institutions (within Priority Axis 6, Promoting cross-border cooperation between institutions and citizens)

3,411,372 EUR (ERDF) is made available through this Open Call

 Who can participate?

The eligibility criteria for applicants, actions and expenditures are set up in the Guide for Applicants. Potential beneficiaries of the projects funded by the programme can be public organisations (national, regional or local authorities), organisations that fall under the public law, non-profit organisations (e.g. associations), European Groupings for Territorial Cooperation (EGTCs) and others. They can apply for financing, only in cross border partnerships.

The eligible programme territories are Arad, Bihor, Satu Mare and Timiş counties in Romania and Békés, Csongrád, Hajdú-Bihar and Szabolcs-Szatmár-Bereg in Hungary.

What is the co-financing rate?

Co-financing rates are up to 98% of the total eligible costs for Romanian partners and up to 95% in some cases even 100%, for Hungarian applicants, totalling both the ERDF and state co-financing.

How to apply?

Applications must be submitted online, via eMS system, starting with May 22, 2017, 8.00 until August 31, 2017, 16:00 (EET).

Considering the large number of requests regarding the extension of the submission deadline for project proposals under the two active CfPs, the Managing Authority has started the necessary procedure to extend the application deadline until 31.05.2017. Want to make a difference? Join the Interreg Volunteer Youth (IVY) initiative to promote solidarity & cooperation among regions in Europe!

The Interreg Volunteer Youth (IVY) initiative is a pilot action to offer the possibility to young Europeans aged 18-30 to serve as volunteers in cross-border, transnational or interregional programmes and related projects. The initiative is aimed at involving young European volunteers to support, promote and report the concrete achievements of these programmes and projects, as well as generally promote European Territorial Cooperation and related values such as solidarity.

“Interreg Volunteer Youth” is part of the European Solidarity Corps initiative launched by President Juncker. More than 25 000 young Europeans have joined the European Solidarity Corps since last December, and more than 2 200 volunteers have already been contacted by 36 hosting organisations in the framework of the European Solidarity Corps.

The IVY initiative will offer similar advantages as the European Voluntary Service, covering notably volunteers´ travel, lodging, food and insurance.

The minimum volunteering period is 2 months and the maximum 6 months.

Applications by young volunteers may be submitted via the European Youth Portal.

Lately, the JS has been very busy meeting with potential project applicants interested in the active CfPs and also in the upcoming ones. In the past 5 months, we have travelled all across the eligible area and met more than 1260 people, on 73 occasions, in 30 localities.

Before the launching of the 2 CfPs, in November and December 2016, we met 160 people, in the framework of different events.

Already at the beginning of February, 2017 our Info Days events and Partner Search Forum gathered 527 participants, from both Romania and Hungary.

We reached the peak of interest in late February and during March, when we met altogether 580 people, in the context of project generation sessions organized by JS, on events or meetings held by different institutions, during individual/group and online help desk meetings, as well as with the occasion of the eMS tutorial sessions, at the premises of JS.

These figures indicate a high interest towards the Programme, which hopefully will result in numerous and qualitative project proposals submitted by the applicants.

In the context of a project generation session, the Joint Secretariat met on March 21, 2017 the representatives of public institutions in Bihor County. The meeting was held at the premises of the Prefecture of Bihor County and gathered more than 40 participants. The financial opportunities and the launched Investment Priorities were presented, questions raised by the public were answered and interesting project ideas had been identified and discussed.

In the period between 07-10.03 2017, the Interreg V-A RO-HU programme bodies met in the context of a bilateral technical meeting, with the participation of the Managing Authority, Hungarian National Authority, Joint Secretariat and Info Point staff. In in order to most efficiently tackle State Aid, during the first two days, we were assisted by the representatives of the Competition Authorities from the two member states. As a result of the meeting, we managed to clarify important issues related to State Aid incidence in the context of the Programme.

We also discussed internal procedures and documents with our newly hired colleagues in the Info Points of Békés, Csongrád and Szabolcs-Szatmár-Bereg counties. They will be responsible for assisting the applicants and beneficiaries and for sharing information related to the Programme on the Hungarian side of the border.

At the invitation of Oradea Metropolitan Area, the Joint Secretariat participated yesterday, on the 1st of March 2017, in a joint meeting of mayors from Bihor and Hajdú-Bihar counties.

The meeting took place in Borş Commune and gathered about 60 participants coming from both countries, Romania and Hungary.

The objective of the meeting was to facilitate the creation of new partnerships and the renewal of the old ones, as well as to identify projects to be financed in the context of the two active Calls launched within our Programme.

The Joint Secretariat presented the financial opportunities and the launched Investment Priorities, answered the questions raised by the public and distributed information materials.

As a result of the meeting, two new partnerships have been established, between Sântandrei – Körösnagyharsány and Șinteu – Füzesgyarmat.

Between February 06-09, 2017 the Interreg V-A Romania-Hungary Programme organized a series of four Information seminars, in Oradea (06.02.2017), Debrecen (07.02.2017), Szeged (08.02.2017) and Arad (09.02.2017), for each of the two active Calls for proposals.

In total, a number of 428 people from both countries attended the events, in order to get detailed information on the programme, the investment priorities launched, possible supported activities, requirements for projects, the assessment procedures and about the preparation and submission of the applications in the electronic monitoring system, eMS.

The seminars were organized and held by the Joint Secretariat (JS) with the assistance of the Managing Authority (MA).

During the events, participants got the opportunity to ask questions and receive answers about their project ideas, eligibility criteria, potential partnerships and possibilities to apply for the programme funding.

The series of events ended in Timișoara, on February 10, with a Partner Search Forum, which brought together 99 people, all interested in finding the perfect project partner.
