On February 01 2017, the Ministry of Regional Development, Public Administration and European Funds, acting as Managing Authority for the Interreg V-A Romania – Hungary Programme, launches for public consultation, the Guide for Applicants for the second Restricted Call for strategic projects proposals, within Interreg V-A Romania – Hungary Programme.

In this context, stakeholders are invited to get involved in the consultation process and express their views and suggestions regarding the Guide, by sending them until the 3rd of March 2017, to the following e-mail addresses: rohu@mdrap.ro and joint.secretariat@brecoradea.ro.

The documents (the Guide and annexes) are available on the MRDPAEF’s website, under the section dedicated to Interreg V-A Romania – Hungary Programme  and here.

The total estimated budget of the present Call for strategic projects to be financed within Investment Priority 9/a, - investment in heath infrastructure - is 53.175.592,00 euro, of which  45.199.253,00 euro represents financing from the European Regional Development Fund. However, agreement at Programme level is still needed for the final decision regarding the financial allocation.

During 2014-2020 period, the programme intends to support flagship (strategic) projects, under 4 priority axes, in the fields of joint protection and efficient use of common values and resources (Cooperating on common values and resources), improvement of sustainable cross-border mobility and removal of bottlenecks (Cooperating on accessibility), improvement of employment and promotion of cross-border labour market (Cooperating on employment), as well as improvement of health-care services (Cooperating on health-care and prevention).

Romania is acting as Managing Authority (through the Ministry of Regional Development, Public Administration and European Funds), the National Authority being established within the Prime Minister’s Office in Hungary, while the Joint Secretariat is functioning within BRECO, in Oradea. The designated Audit Authority of the Programme is the Romanian Court of Accounts. The Managing Authority performs the certification functions.

The working language of the Info days is Romanian for the events in Romania and, respectively Hungarian, for the events in Hungary. Participation at the Info Days is free, limited only by the capacity of the conference rooms.

The Partner Search Forum aims to gear prospective applicants towards successful cooperation initiatives, as well as to facilitate the creation of partnerships.

The Forum will be conducted in English. Simultaneous translation into Romanian and Hungarian will be provided only for the plenary session.  Due to the limited capacity of the venue, we kindly ask you to delegate one or maximum two representatives per institution to attend the event.

The Ministry of Regional Development and Public Administration in Romania, acting as the Managing Authority of the Interreg V-A Romania-Hungary Programme and the National Authority - Prime Minister’s Office in Hungary - are pleased to announce the launching in the framework of the Programme of the first Restricted Call for strategic project proposals.

How much funding is available?

The amount of funding available for this Restricted Call for Proposals is 13,925,083 EUR (ERDF), increased with the relevant Romanian and Hungarian state co-financing.

What is the subject of the Call?

The Investment priority (Ip) opened within this Call is 7/b – Enhancing regional mobility by connecting secondary and tertiary nodes to TEN-T infrastructure, including multimodal nodes (within Priority Axis 2, Improve sustainable cross-border mobility and remove bottlenecks).

The Restricted Call for Proposals is intended for projects of strategic value, that address the most important needs of the Romanian – Hungarian border region – projects which are in line with the relevant national, regional or county strategies and which have the capacity to produce a high impact and improve the quality of life in the border area.

Who can participate?

The eligibility criteria for applicants, actions and expenditures are set up in the Guide for Applicants. Potential beneficiaries of the projects funded can be local and county governments/administrations and their institutions, road management authorities, national organizations responsible for transport infrastructure etc. They can apply for financing, only in cross border partnerships.

The eligible programme territories are Satu Mare, Bihor, Arad and Timiş counties in Romania and Szabolcs-Szatmár-Bereg, Hajdú-Bihar, Békés and Csongrád in Hungary.

 What is the co-financing rate?

Co-financing rates are up to 98% of the total eligible costs for Romanian partners and up to 95% in some cases even 100%, for Hungarian applicants, totalling both the ERDF and state co-financing.

How to apply?

Applications must be submitted online, via eMS system, starting with January 25, 2017, 8.00 a.m. until April 24, 2017, 16:00 p.m. (EET).

How much funding is available?

The total amount of funding available for this Open Call for Proposals is 22,615,835 EUR (ERDF), increased with the relevant Romanian and Hungarian state co-financing.

What is the subject of the Call?

The Investment priorities (Ip) opened within this Call are the following:

6/b – Investing in the water sector to meet the requirements of the Union's environmental acquis and to address needs, identified by the Member States, for investment that goes beyond those requirements (within Priority Axis 1, Joint protection and efficient use of common values and resources)

7,000,000 EUR out of the total Ip allocation are made available through this Open Call

6/c – Conserving, protecting, promoting and developing natural and cultural heritage (within Priority Axis 1, Joint protection and efficient use of common values and resources)

7,500,000 EUR out of the total Ip allocation are made available through this Open Call, for projects concerning natural heritage

 5/b – Promoting investment to address specific risks, ensuring disaster resilience and developing disaster management systems (within Priority Axis 5, Improve risk prevention and disaster management)

- 8,115,835 EUR, the whole allocation of the Ip is made available through this Open Call

Who can participate?

The Monitoring Committee (MC) of the programme held its second meeting on 24th of November 2016 in Timișoara, Romania.
The main topic of the meeting was to approve, under condition, to launch some of the Investment Priorities within the Programme, by the end of 2016. After long discussions, the MC members approved the launching of entire or, in same cases, part of the financial allocations within some Investment Priorities, as follows:
6/b – water sector investments –7 million EUR from the total allocation available to be launched through an open call;
6/c – natural heritage – the approval to launch 7,5 million EUR from the total allocation available, within an open call,
7/b – TNT connections and road construction – the whole allocation, i.e. 13,925,083 EUR, to be launched through a flagship call;
5/b – risk prevention – the whole allocation, i.e. 8,115,835 EUR, to be launched through an open call;
The MC meeting Agenda also focused on the following topics:
-The presentation of the communication activities already implemented in 2016 and the approval of the Communication Plan for 2017, describing the main information and communication activities planned for the following year;
- The approval of the Evaluation Plan of the Programme that should serve to improve the effectiveness and efficiency of programme implementation and to support the work of decision makers;
-The approval of the Anti-fraud Strategy, describing fraud prevention, detection and investigation techniques;
- Correction of material errors in the Rules of procedures of the MC – this document lays down the basic rules for the operation of the Monitoring Committee.
All the above-mentioned documents have been adopted by consensus.
At the invitation of the MA, a representative of the Romanian National Integrity Agency held a presentation on conflicts of interest.

At the invitation of Arad County Council and Pecica City Hall, the Joint Secretariat of the Interreg V-A Programme participated last week, on November 17, in a joint meeting of mayors from Arad and Békés counties. The meeting took place at the premises of Pecica City Hall and gathered more than 50 participants coming from both counties, Romania and Hungary. The Joint Secretariat held a detailed presentation of the financial opportunities made available within the Programme and distributed information materials to all those present at the meeting.

The Interreg V-A Romania-Hungary Programme organized in Oradea, (Romania), on November 10, 2016 its first annual event, under the form of a launching conference, with the title: KEEP ON COOPERATING!

The event was honoured by the presence of several important guests: the Ambassador of Romania in Hungary, H.E. Mr. Marius Gabriel LAZURCA, Hungary's Consul-General in Cluj-Napoca, Mr. MILE Lajos, the Economic Affairs Attaché of Hungarian Embassy in Romania, Mr. SZABÓ Miklós, as well as the representatives of the European Commission, DG REGIO, Mrs. Agnès MONFRET and Mrs. Iva GAILLY. The Managing Authority of the Programme was represented by Mr. Mihai BUSUIOC, Secretary General of the Ministry of Regional Development and Public Administration, Mrs. Camelia COPORAN, Deputy Director General of the Directorate General for European Programmes, and Mrs. Roxana RACOVIŢĂ, Head of the Managing Authority of the Programme. On behalf of the Hungarian National Authority, the Deputy State Secretary from Prime Minister’s Office, Mr. Zsigmond PERÉNYI and his colleague, the Head of Department of the International Cooperation Programmes, Mr. Adrián SAVANYÚ also attended the conference.

The official launching of the Programme was greeted at local level by the welcome notes of Mr. Claudiu POP, the Prefect of Bihor County, Mr. PÁSZTOR Sándor, the President of Bihor County Council and Mr. Mircea MĂLAN, the Vice Mayor of Oradea.

The aim of the event was to present the status of Programme implementation, results to be obtained, perspectives and stories behind successful cross border initiatives already implemented in the region and all across Europe. The conference brought together more than 150 participants from both partner states: stakeholders who are interested to contribute to the programme, potential project applicants, as well as professionals working in the field of territorial cooperation and/or regional development.

The conference also intended to provide a joint platform for sharing knowledge, for receiving information on the application and project development processes, as well as for networking.

In line with the position of the European Commission, namely the orientation towards projects with strong impact and concrete results, the Management Authority provided information related to the timing of the launch of calls for proposals. Thus, the two Member States expressed their commitment to launch a part of the investment priorities until the end of the year 2016, another part of them to be launched until the end of the first quarter of next year.

The event ended in an informal setting, with a concert of pan flute and other folk blowing wind instruments, performed by the vocalist and instrumentalist Dr. Oana Lianu, covering a mixed Romanian and Hungarian repertoire. The participants also had the opportunity to enjoy an exhibition of photos taken in the eligible programme area, signed by the photographer Ovi D. Pop.

A total number of 110 potential applicants have attended our focus-group meetings last week, in Hungary. Interesting project ideas were presented, questions were raised and information was exchanged. The total budget for the projects supported under the first Open Call for proposals is of 26,208,480.00 euro, out of which 22,277,207.00 euro represents the ERDF non refundable financing.

The eligible area of the Programme comprises Timiş, Arad, Bihor and Satu Mare counties (in Romania) and Csongrád, Békés, Hajdú-Bihar and Szabolcs-Szatmár-Bereg (in Hungary).

The total budget of the Programme is of 231,861,763.00 euro, of which 189,138,672.00 euro represents financing from the European Regional Development Fund.

Launches the second round of public consultation on the draft Guide for Applicants, opened until July 18, 2016

On July 11, 2016 the Ministry of Regional Development and Public Administration, acting as Managing Authority for the Interreg V-A Romania - Hungary Programme, launches for public consultation the consolidated version of the draft Guide for Applicants, 1st Call for proposals, for flagship (strategic) projects. The consolidated version of the Guide is the result of the analysis of contributions received during the first round of public consultation held in April 2016.

 In this context, stakeholders are invited to get involved in the consultation process and express their views and contributions for improving the Guide by sending them until 18th of July 2016, to the following e-mail addresses: rohu@mdrap.ro and joint.secretariat@brecoradea.ro.

The first Monitoring Committee meeting of the Interreg V-A Romania-Hungary Programme, managed by the Ministry of Regional Development and Public Administration (MRDPA), as Managing Authority, was held in Békéscsaba, Hungary, on May 26, 2016.

The topics discussed were mainly related to the establishment and organization of the Monitoring Committee as the main decision making structure of the Programme and to the Technical Assistance (TA) financial allocations for the entire programming period. The discussions on these topics resulted in the approval of the Rules of Procedure of the Monitoring Committee and of the above mentioned TA financial allocations.

The Communication Strategy of the Interreg V-A Romania-Hungary Programme and the Visual Identity Manual, were also approved during the meeting. In addition, the members of the Monitoring Committee adopted the Annual Implementation Report (AIR) of the Programme for the year 2015.

Representatives of national, regional and local authorities and bodies, from both Member States participating in the Programme, of the European Commission, of the Audit Authority and of the Managing Authority within MRDPA attended the meeting.

Additional information

The Interreg V-A Romania-Hungary Programme, for which the MRDPA acts as Managing Authority, has been approved by the European Commission on December 9, 2015.

Having a total budget of 231.8 million EUR (out of which 189.1 million EUR represents non-refundable support from the European Regional Development Fund (ERDF)), the Programme aims at financing cross-border cooperation initiatives, implemented in Satu Mare, Bihor, Arad and Timiş counties, on the Romanian side of the border and Szabolcs-Szatmár-Bereg, Hajdú-Bihar, Békés and Csongrád counties, on the Hungarian side.

The Programme’s main objective aims at financing integrated operations, with a strong cross-border and strategic impact, in order to better exploit the common potential and jointly address the challenges in the eligible area.

The European Commission adopted on the 9th of December 2015 the new Interreg Programme between Romania and Hungary, worth €231.8 million, with €189.1 million coming from the European Regional Development Fund.

Commissioner for Regional Policy Corina Creţu said: "I am very glad to have adopted this Programme today. It means further support will be provided to Romanian and Hungarian people so they can continue working together to create new opportunities in the region. Investments under this Programme will have a positive and tangible impact on the economic competitiveness of the border region, on job creations, but also on the quality of the people's everyday life."

The main objectives of the Programme are to increase employment and cross-border labour mobility, enable joint economic growth and enhance cooperation in the prevention of natural risks. The Programme also aims at regenerating deprived rural and urban areas and improving cross-border health care services.

During August 2015, BRECO, Oradea Regional Office for Cross-Border Cooperation on Romanian-Hungarian Border, in cooperation with the Managing Authority for the Interreg V-A Romania-Hungary - Ministry of Regional Development and Public Administration in Romania and with the National Authority – The Prime Minister’s Office in Hungary, had organised a series of awareness raising and partner search events, held in each of the 8 counties of the eligible Programme area.

The events started at the beginning of August 2015 on the Romanian side of the border and continued in Hungary, as follows:

  • Timişoara, conference room of Hotel Lido, 3.08.2015
  • Arad, conference room of Hotel Leon, 4.08.2015
  • Oradea, conference room of Hotel Ramada, 5.08.2015
  • Satu Mare, Centrul Tehnologic de Inovare si Afaceri, 6.08.2015
  • Szeged, conference room of Hotel Novotel, 25.08.2015
  • Békéscsaba, conference room of Hotel Munkácsy, 26.08.2015
  • Debrecen, conference room of Hotel Lycium, 27.08.2015
  • Nyíregyháza, conference room of Hotel Central, 28.08.2015

The events aimed to promote Interreg V-A Romania-Hungary Programme, to gear prospective applicants towards successful co-operation initiatives, as well as to facilitate the creation of partnerships.

The Agenda of the events contained a presentation the new Programme and its financial opportunities, as well as a Q&A session. Beneficiaries of projects implemented in the previous programming period had been invited to participate in the events, giving the audience the opportunity to hear the story behind successful initiatives already accomplished in the 2007+ period.

The last part of each event was dedicated to interactive discussions among participants, with the aim to share experience and contacts, as well as inspiring new ideas, or even to create new partnerships.

The events proved to be of great interest, being attended by a numerous audience coming from all the eight counties of the program area. Altogether 412 people participated in these events.
