Summary

The project SAFE | Together for a Safer Area strengthens institutional capacity in the Romania–Hungary border region by tackling common security challenges like illegal migration, trafficking, and smuggling. By developing modern training facilities, creating a joint curriculum, and promoting standardized procedures, the project improves law enforcement coordination across the border.

Through shared learning and aligned operational methods, SAFE boosts cross-border preparedness and fosters a resilient regional security network. Cooperation becomes more efficient, enabling law enforcement professionals to address threats jointly and effectively.

Project Aim

To increase safety and security for citizens, residents, and tourists in the Romania–Hungary border area through modernised training, aligned procedures, and enhanced institutional cooperation.

Align and raise the quality of law enforcement training standards
✅ Encourage cross-border cooperation in border security and surveillance
✅ Develop institutional frameworks for joint responses
✅ Improve public communication and awareness of safety regulations
✅ Establish a culture of cooperation and mutual trust

 

Key Activities & Results

🔹 Modern Training Centre in Oradea – Establishment of a state-of-the-art training facility for Border Police specialists, equipped for advanced and joint instruction

🔹 Rehabilitation of Dinamo Training Centre in Oradea – Renovation and full equipment of a central hub where Romanian and Hungarian officers train together, improving alignment in procedures and response strategies

🔹 Public Information Centre in Arad – Creation of a modern centre for public engagement within the Arad County Prefecture, enhancing accessibility and cross-border communication

🔹 Equipment Upgrade for HU Training Centre – Endowment of the Hungarian Police Education and Training Centre with state-of-the-art equipment, turning the facility into a modern hub

🔹 Joint Training Curriculum – Development and delivery of a common curriculum and organizing joint trainings and workshops, building a shared knowledge base

🔹 Common Public Information Guide – A comprehensive guide covering topics such as travel, vehicle documentation, cargo rules, and combating illegal activities

🔹 75 law enforcement professionals will take part in joint training, exchanges, and workshops, building cross-border cooperation

🔹 1 Joint Action Plan – A five-year framework integrating best practices, standardized methods, and collaborative protocols.

🔹 4 buildings rehabilitated/equipped to support training and information-sharing activities.
