First Open Call, for Normal Project Proposals, is launched

The Ministry of Regional Development and Public Administration in Romania, acting as the Managing Authority of the Interreg V-A Romania-Hungary Programme and the National Authority - Prime Minister’s Office in Hungary - are pleased to announce the launching in the framework of the Programme of the First Open Call, for normal project proposals.

How much funding is available?

The total amount of funding available for this Open Call for Proposals is 22,615,835 EUR (ERDF), increased with the relevant Romanian and Hungarian state co-financing.

What is the subject of the Call?

The Investment priorities (Ip) opened within this Call are the following:

6/b – Investing in the water sector to meet the requirements of the Union's environmental acquis and to address needs, identified by the Member States, for investment that goes beyond those requirements (within Priority Axis 1, Joint protection and efficient use of common values and resources)

7,000,000 EUR out of the total Ip allocation are made available through this Open Call

6/c – Conserving, protecting, promoting and developing natural and cultural heritage (within Priority Axis 1, Joint protection and efficient use of common values and resources)

7,500,000 EUR out of the total Ip allocation are made available through this Open Call, for projects concerning natural heritage

 5/b – Promoting investment to address specific risks, ensuring disaster resilience and developing disaster management systems (within Priority Axis 5, Improve risk prevention and disaster management)

- 8,115,835 EUR, the whole allocation of the Ip is made available through this Open Call

Who can participate?

The eligibility criteria for applicants, actions and expenditures are set up in the Guide for Applicants. Potential beneficiaries of the projects funded by the programme can be public organisations (national, regional or local authorities), organisations that fall under the public law, non-profit organisations (e.g. associations), European Groupings for Territorial Cooperation (EGTCs) and others. They can apply for financing, only in cross border partnerships.

The eligible programme territories are Satu Mare, Bihor, Arad and Timiş counties in Romania and Szabolcs-Szatmár-Bereg, Hajdú-Bihar, Békés and Csongrád in Hungary.

What is the co-financing rate?

Co-financing rates are up to 98% of the total eligible costs for Romanian partners and up to 95% in some cases even 100%, for Hungarian applicants, totalling both the ERDF and state co-financing.

How to apply?

Applications must be submitted online, via eMS system, starting with January 25, 2017, 8.00 a.m. until April 24, 2017, 16:00 p.m. (EET).

During the application phase, the Programme will assist the applicants through its Joint Secretariat (JS). Applicants can raise questions regarding the rules of this Call, towards the JS, up to 21 working days before the deadline of the Call, to the following e-mail address: joint.secretariat@brecoradea.ro. Final answers will be released (published) not later than 11 working days before the submission deadline.

 Info days will be organized both in Romania and Hungary and the venue of the events will be publish on the Programme’s website (https://interreg-rohu.eu/en/home-en/) in due time.
