Interreg VI-A Romania-Hungary Programme’s Evaluation Plan is approved!

A practical management tool for the implementation of the Interreg VI-A Romania-Hungary Programme The Evaluation Plan (EvalPlan), has been developed by the Managing Authority (MA) in cooperation with the National Authority (NA), according to art. 35 of Reg. (EU) 1059/2021 provisions, and building on the input of the Evaluation Unit. The EvalPlan was approved by the Monitoring Committee (MC) through Decision No. 4, dated 28th of December 2023.

The document sets out the evaluation strategy for the entire implementation period of the Programme, considering the relevant EU provisions and the feedback provided by the EC Evaluation Helpdesk, and aims at assessing both the performance (effectiveness, efficiency, relevance, coherence, inclusiveness, and non-discrimination) and effects (impact, sustainability, EU added value, visibility, and contribution to the EU strategic goals) of the Programme.

The objectives of the Evaluation Plan are:

  • to improve the quality of evaluations carried out during the programming period, through proper planning and agreed procedural steps;
  • to facilitate informed programme management and policy decisions aiming at improving the effectiveness and efficiency of the Programme and streamlining the next programming period;
  • to set the guiding framework for the impact evaluation of the Programme;
  • to ensure proportionality with the financial allocation of the Programme and the practicality in terms of alignment with the expected evolution of the Programme.
